
In September 2004 the French government launched a new policy aimed at strengthening French industry’s capacity for innovation and at creating the right conditions for increasing the presence of regional products and services on international markets. The government’s approach has already led to the successful creation of “clusters”.
Clusters operate by creating links between the economic, research and HE stakeholders in a region reliant on very specific specialist activities. Those involved combine and increase their capacity for innovation and are encouraged to lead joint R&D projects.
The ultimate aim of such competitiveness clusters is to reach a critical mass that can ensure greater economic competitiveness and a higher international profile.
