THEME 4: MARINE BIOLOGICAL RESOURCE - FISHING AND FISH FARMING
Directed by Normapêche, the project brings together researchers and Breton wild fish producers as well as companies marketing and processing fish products. COGEPECHE deals with the economic model for a sector which has opted to transform in order to face up to the numerous constraints imposed by catch restrictions and competition from imports, notably cheap fish and fish farming products such as Nile perch, Mediterranean prawns, etc.
Breton fishermen account for 45% of French fishing but there is no question of them increasing catch quotas. COGEPECHE is concerned with conserving species biodiversity which in turn contributes to economic development, adds value at every stage of the industry chain and ensures a fair division of profits.
Project outcome innovations will be technical, but more especially commercial and organisational

Improved coding, labelling and packaging adapted to different types of products (whole fish, fillet, shelled, etc.) and to constraints imposed by transportation and unloading at market in the different distribution networks.

New merchandising practices using recipe ideas, etc. in response to consumer behaviour and offering consumers the chance to modify their behaviour through a better understanding of products’ habitat and origins and of fishing methods and practices (“Quality Assured” and eco-labelling).

Better organisation of markets aimed at matching supply and demand and based on new criteria in response to availability of wild fish stocks – species diversity, seasonality, natural fluctuations in stocks, etc. – in order to implement environmentally responsible fishing practices.

Fish processing and wholesale companies

Capitaine Cook (29) brand was created in 1877 and belongs to the Intermarché group. Renowned for its quality products, the company has sites at Clohars-Carnoët producing pasteurised products and at Plozévet manufacturing tinned products.

Moulin in Loctudy (29) sells mainly monkfish, langoustine and line-caught bass to wholesalers and major distributors.

Le Venec in Concarneau (29) sells all types of fish dealt with by the project, notably monkfish, to major distributors and the catering trade.

Lechat in Lorient (56) supplies major distributors and the catering trade with fillets and finished products in particular.

Porsguen (29) is a subsidiary of the POMONA group and supplies a varied customer base with crustaceans and shellfish.

NORMAPECHE BRETAGNE is the professional association of the fishing and shellfish farming industries in Brittany and Loire Atlantique, working in particular on the training and inspection aspects of implementing French and European regulations and the economic development of marine products and industries.

PESCA Cornouaille is an association which, as part of an initiative to seek out and support innovative projects, brings together all those involved in the Cornouaille fishing industry – local fisheries committees, producers’ organisations, fish wholesalers, suppliers (ship yards and chandlers), banks and the Quimper Cornouaille Chamber of Commerce and Industry.

OPOB is an organisation of western Brittany producers dealing mainly with langoustine, monkfish, sardine, tuna and line-caught fish.

PROMA is an organisation of south Finistère and Morbihan producers. From Concarneau to Croisic their fishing fleets land mainly langoustine, sardine, tuna and fish for filleting – whiting, ling, hake, grenadier, etc. COBRENORD is an organisation of Côtes d’Armor, north Finistère and Ille et Vilaine producers whose fleets catch mainly scallops and monkfish.

Quimper Cornouaille Technopole and its BREIZPACK department offer expertise in matters relating to packaging: Breizpack brings together 300 Brittany packaging businesses.

Quimper Cornouaille Chamber of Commerce and Industry is the port authority for the seven Cornouaille fishing ports – Douarnenez, Audierne, St Guénolé-Penmarch, Le Guilvinec, Lesconil, Loctudy and Concarneau. It is responsible for harbour management, i.e. fish markets and facilities. Catches totalling 56 500 tonnes are landed at these seven fishing ports where 550 vessels crewed by 2 500 men are registered.
